Abstract

These Rules provide for contracting operators and consultants to participate in the management, operation and maintenance of all municipal water works and the construction or acquisition of new works necessary for a sufficient supply of water for public and private purpose. The functions that the Operator or Consultant may carry out are listed in Rule 4 and includes erection of filtration plants, reservoirs, machinery, conducts, pipes or other works for supply of water, procurement, supply of water to the government or any other local authority, installation and maintenance of main and service lines and implementation of environmental safeguards and measures. Rule 5 lays down further functions that can be performed by such Operators and Consultants subject to certain authorisations in that regard.
