Abstract

The purpose of the Act is to promote and regulate trade in the County, promote local economic development, enable the County Government to attract and promote public private partnerships and private investments in trade; and enable the County Government to enter into joint trade ventures with other partners. Essentially, the Act provides that the trade county section shall, among other things, advise on the pricing of commodities within the County and ensuring laws relating to fair trading and consumer protection are adhered to. Furthermore, the Act provides for the establishment of markets in designated places, for the sale of marketable commodities. The Act also rules against indiscriminate establishment of markets without prior authorization and provides extensively for incidental matters to the establishment of a market, including a market management committee, collection of revenue at the markets, allocation of trading spaces etc. The Act also provides that public and environmental health officers should be liased with Department to ensure that every market complies with public and environmental health requirements.
