Abstract

This Procedure, with a view of sustainable provisions of the population with healthy and safe foodstuffs of the national origin through the development of agricultural production, regulates the issues of monetary incentives and non/monetary support of the producers of agricultural commodities that meet the requirements of the relevant standards applicable to agricultural commodities. State support shall be provided for the production of vegetables. Cash incentives shall be provided for pepper and leafy vegetables in the amount determined by the government. In case of allocation of credit to a farmer, authorized state institution responsible for agriculture shall not use monetary or non-monetary assets as collateral for the credit. Farmers eligible for cash incentives must meet the following general requirements: (a) farmer engages in cultivation on his own, owned or leased land, which must be registered in the integrated land information system; (b) data on cultivation, field care, pesticide and fertilizer consumption, harvest, and prepared fallow must be stored in the agricultural production database and be covered by electronic certificate; (c) farmer must be registered in the electronic tax receipt system; and (d) purchase and sale of agricultural commodities shall be performed through e-receipts. Farmers eligible for non-monetary support must meet the following general requirements: (a) have implemented the activities in the field of protection and improvement of soil fertility of owned and used agricultural land; (b) be registered in the organic food registry and database; (c) must record cultivation, field maintenance, consumption of chemicals, number and amount of harvest, and prepared fallow on his own, owned or leased land in the agricultural production information database; and (d) farmers eligible for cash incentives must register in the fiscal incentive system and obtain certified electronic payment receipts for sales of agricultural commodities. The monetary bonus awarded according to the decision of the member of the government in charge of agriculture shall be transferred to the farmer's account through the treasury account.
