Abstract

This Joint Order establishes that holder of exploration and mining license must provide cash collateral as a guarantee of the fulfillment of obligations related to environmental protection arrangements. Holders of mining licenses shall develop annual environmental protection plan with a view of preventing adverse impact on environment and public health and containing cost estimates for rehabilitation of land disturbed by exploration and mining. The license holder shall ensure that no less than 50 percent of the required cost amount of the proposed project activity required to ensure the fulfillment of its obligations related to environmental protection shall be accredited each year in a special account opened by the regional government. The pledge shall not be a justification for the license holder to be released from the obligation for financing environmental protection arrangements with his own funds during the current year. The regional governor shall take measures to complete the planned environmental protection and rehabilitation activities if the license holder fails to fully implement the measures stated in the Environmental Protection Plan.
