Joint Order No. 72/37 of the Federal Service for Veterinary and Phytosanitary Supervision and Federal Customs Service validating the procedure for the development and implementation of risk management measures, including the procedure for collecting and analyzing information, including preliminary information provided by participants in foreign economic activity to customs authorities, as well as strategies and tactics for applying the risk management system in the implementation of federal state control (supervision) in the field of seed production in relation to seeds of agricultural plants at checkpoints across the State Border of the Russian Federation.

Abstract

The risk profile is determined in order to identify objects based on information about the risk area, risk indicators, as well as instructions on the application of the necessary measures to prevent or minimize risks in relation to them. Risk profiles are classified based on their validity period, risk assessment, need for updating, including consideration of the following information: (a) information on violation of requirements in the field of seed production of agricultural plants by a participant in foreign economic activity; (b) information about violation of requirements in the field of seed production of agricultural plants by seed producers; (c) measures taken by the competent organizations of the exporting country to prevent the import into the Russian Federation of seeds that do not comply with the requirements of the legislation of the Russian Federation in the field of seed production of agricultural plants. Impact on risks is carried out through the direct application of measures to prevent or minimize risks. Collection and processing of information is carried out by authorized officials of Federal Service for Veterinary and Phytosanitary Surveillance, territorial departments of Federal Service for Veterinary and Phytosanitary Surveillance, organizations subordinate to Federal Service for Veterinary and Phytosanitary Surveillance, and officials of customs authorities.
