Abstract This Joint Ministerial Order, consisting of 26 articles divided into six Chapters, regulates terms, conditions and procedures for the implementation of the food security measure, through the distribution of food products to the most needy people and families, and the purchase of food preferably from national producers, under the terms provided for by the Decree-Law No. 32/2021 of 15 December. Beneficiaries of the food security measure are Timorese citizens who are part of households listed in the “Uma Kain Registration Book” and are resident in the national territory during the period of distribution, provided that their income does not exceed US$ 1.9 per day. The Order also establishes that Timorese citizens will benefit from the food security measure if, on the date of entry into force of this law, attend socio-educational, religious, health or internment institutions and fulfill the requirements, being treated separately for this purpose of the respective households listed in the “Registry Book of Uma Kain”.
