Abstract This Joint Executive Decree regulates the organization and operation of the Strategic Food Reserve (REA), created by Presidential Decision No. 102/18 of 31 July. The Strategic Food Reserve consists of a stock of designated products for the purposes specified below. Designated products are all products in the approved annual purchasing plan. The Strategic Food Reserve aims at: a) restoring conditions of quantity and price stability of pre-defined products, when there are disturbances on the normal functioning of the market; b) promote stabilization by ensuring the supply flow for certain products in order to provide a better balance between supply and demand, within a dynamic price range, enabling the population to access them; c) meet the insufficiency of local production or supply goods and products that make up the Reserve; and d) prepare emergency aid, complementary to other State resources, in specific and unforeseeable cases to the affected population.
