This Joint Executive Decree enters into force on the day of its publication.
Abstract

This Joint Executive Decree regulates the organization and operation of the Strategic Food Reserve (REA), created by Presidential Decision No. 102/18 of 31 July. The Strategic Food Reserve consists of a stock of designated products for the purposes specified below. Designated products are all products in the approved annual purchasing plan. The Strategic Food Reserve aims at: a) restoring conditions of quantity and price stability of pre-defined products, when there are disturbances on the normal functioning of the market; b) promote stabilization by ensuring the supply flow for certain products in order to provide a better balance between supply and demand, within a dynamic price range, enabling the population to access them; c) meet the insufficiency of local production or supply goods and products that make up the Reserve; and d) prepare emergency aid, complementary to other State resources, in specific and unforeseeable cases to the affected population.
