Abstract

The Regulation on the prophylaxis and combating of disease common to human beings and animals (rabies) consists of 4 Sections dealing with the following matters: 1) general requirements (sect. 1); 2) prophylaxis of rabies and hydrophobia (sect. 2); 3) the arrangements to be undertaken in case of the outbreak of rabies (sect. 3); 4) antiepidemic arrangements (sect. 4). The present Regulation shall be compulsory for all the state bodies, institutions, organizations, enterprises and economic entities. In the process of the organization of the prophylaxis and liquidation of rabies the distinction shall be made between epizootic outbreak, epidemic outbreak, adverse site and threatened area. The directors of economic entities must carry out the following arrangements: 1) to prevent non-vaccinated against rabies patrol dogs from guarding farms and herds; 2) to prevent access of wild animals to farms and herds and, for such purpose, to organize grazing in summertime under surveillance of the patrol dogs vaccinated against rabies; grazing in woodlands and in hunting reserves under surveillance of the patrol dogs shall be prohibited; 3) to inform immediately the veterinary of the suspected biting of agricultural animals by wild and domestic animals and to isolate bitten or suspected to be bitten agricultural animals. Carcasses or heads of dead animals shall be sent to laboratory for immediate rabies’ study. The chief district veterinary must legalize the documentation for the imposition of quarantine in case of the outbreak of rabies. The quarantine shall be removed by decision of the local self-government two months after the registration of the last case of rabies.
