Abstract

This Circular concerns the functioning and internal organization of State enterprises that have been allocated by the competent State bodies forests and forestry land for forest industry purposes and of business companies in which "dependent cost-accounting State forestry farms" participate. The second part of this Circular concerns the reorganization of State forestry farms so as to operate them in a more commercial manner. Part 3 concerns allocation of land and forests to State forestry farms. Local authorities shall revise the present state of allocation of forestry land according to directions here contained. This part contains also directions on the division of land in residential land, agricultural land and forestry land and the allocation or lease of such land. Other provisions of this Circular deal with management responsibilities and powers of State forestry farms with respect to the management of the forests allocated to them, and some other policy matters such as fiscal and labour policy.
