Abstract

The District Officer is empowered to form Irrigation Divisions, at his own instance or upon the written request of not less than ten land proprietors, for the purpose of carrying out irrigation works. The proprietors at a general assembly decide to form a Division and elect their Irrigation Committee, which under the chairmanship of the District Officer takes the appropriate decisions. The Committee at the approval of the District Officer has the power to appoint a competent person or persons for the planning, design, construction, operation and maintenance of irrigation works for the supply of water to the proprietor's lands. Under this law the water is linked to the land and not to the proprietors. This Law is widely applied to irrigation projects either from ground or surface water.
