New sections 2A and 2B are inserted. They concern respectively: (a) the exemption of certain lands, where Farmers' Organizations have taken over the operation and maintenance of the whole or part of the distributory canal system, from the payment of irrigation rates; (b) the imposition of a levy by Farmers' Organizations to cover the cost of operation and maintenance of the distributory canal system and any other work beneficial to the community. The new Section 5A makes provision for the establishment of a Project Management Committee, in respect of every major irrigation work being part of an inter-provincial irrigation and land development scheme.
