The objectives of State Inspection shall be: (a) carrying out state measures on external and internal plant quarantine aimed at protecting the national territory from import of quarantine and other dangerous pests, diseases and weeds from foreign countries and CIS Member States, and the prevention of its spreading within the national territory; and (b) organization of the state supervision on observance of rules on plant quarantine by the ministries, departments, institutions, enterprises, organizations and individuals at the production, purveyance, transportation, storage, processing, sale and usage of agricultural and other vegetative production subject to inspection. State Inspection shall carry out the following functions: (a) elaboration of instructions, rules and regulations on plant quarantine; (b) enforcement of requirements on plant quarantine; (c) border quarantine inspection and supervision; (d) research; and (e) disinfection of vegetative production, packaging material and means of transport.
