Abstract These Provisions have been formulated to strengthen the environmental management of waste importation and to prevent environmental pollution caused by imported waste materials. The National Environmental Protection Agency shall promulgate a list of waste that can be used as raw material and is restricted in importation by the State (Annex I). An application for waste importation shall be submitted for approval and the procedures for this are described in articles 10 to 12. To evaluate the environmental risks involved in waste importation, the National Environmental Protection Agency shall issue and approve a "Qualification Certificate for Evaluating Risks involved in Waste Importation".
