The Treaty shall come into force on the date the Parties exchange instruments of ratification (30 March 1985).
Abstract

In order to achieve a sustainable management of the Moscow-Pullman Aquifer, of interest to both Parties, it is agreed that administration of ground water resources of the Aquifer shall be in accordance with the Groundwater Management Plan adopted by the Moscow-Pullman Water Resources Committee (PMWRC) “to such extent that the plan can be implemented and administered under the laws of each State”. Specific actions will be taken by each Agency to implement the plan in the respective State. Issuance of new permits and change of existing groundwater rights will be guided by withdrawal limitations indicated in the Plan. Decisions will be taken by the respective State Agency but recommendations of the PMWRC will be made part of the official record of each application. Other measures concern transborder transport of water, alternative conservation measures to be proposed by applicants, supervisions on construction and maintenance of wells, and research.
