Abstract This Instruction regulates the content and method of preparing risk assessments for people, animals, property, cultural heritage and the environment in the event of natural and other disasters. The risk assessment due to natural and other disasters must contain data and estimates on: sources of danger; possible causes of the accident; the probability of an accident occurring; types, forms and degree of threat; the course and possible scope of the accident; endangered inhabitants, animals, property and cultural heritage; probable consequences of the accident; the probability of a chain accident; the possibility of predicting an accident.
