The Instructions applies to various institutions, general public and private entrepreneurs and provide for steps and innovations to save energy and water for lighting and air conditioning equipment for office buildings, for office equipment, supplies and equipment using fuel and oil, for activities using water. Concerning saving of water and energy, the Instructions define specific targets, calculated from the average use of electricity or water in the environment; the Instructions set restrictions on the use of subsidised fuel. The Instructions increase the powers and duties of the National Team, including: formulation of policies, strategies and conservation programs for saving energy and water, based on the principles of: the need for electricity and fuel subsidies by the government, limitation of luxuries in the use of energy and water, limitation of the use of energy and water in the governmental agencies as an example for the community.
