Abstract

These Regulations make provision for power supply in emergency situations. The Norwegian Water Resources and Energy Administration (NVE) is responsible for coordinating the contingency planning and shall manage the nation's power supply system in wartime. For this purpose, a nationwide organization, the Power Supply Preparedness Organization (KBO), has been developed. The KBO consists of NVE and the undertakings that are in charge of the power supply system. The Regulations provide for the organization of the KBO and assign duties and powers to specified public bodies and power generating and distribution companies in case of an emergency. The Norwegian Power Supply System's Regional Managers shall have also tasks in relation with peacetime disasters and major accidents.
