Abstract The Fisheries Chief is a State official at county level. He represents the central State fisheries administration and shall provide guidance for the fisheries sector in the county for which he is appointed. The Fisheries Chief shall head the Fisheries Office of the county which shall function as a secretariat for the Fisheries Council. From a substantial point of view the Fisheries Chief is subordinated to the central fisheries administration but from an administrative point of view he shall respond to the County Chief (sect. 2). Functions of the Fisheries Chief are outlined in section 4 and 5. He shall provide advice and assistance to the County Chief in matters regarding fisheries and is mainly involved in matters of policy and development.
