Abstract

This Instruction establishes the modalities of setting, coordination, revision and control of normative standards of discharge of pollutants to waterbodies. It shall serve as guidelines for the officials of environmental protection institutions, enterprises and organizations that ensure elaboration, setting of maximum allowable limits of pollutants to surface waterbodies and supervision over observation thereof. Maximum allowable limit discharge of pollutants shall be considered mass of substance in a given time limit with a view of ensuring compliance with water quality standards. Elaboration of the maximum allowable limits can be carried out either by enterprise-water user or at its request by a scientific research institution. It shall be possible to take into consideration natural background mineralization for surface waterbodies with excessive natural mineralization of water. The Instruction contains calculation formula of maximum allowable limits of discharge of pollutants for waterways.
