Instruction on the implementation of state control for compliance with the maximum permissible rates of toxic vehicle emissions for vehicles in operation and charging and collection of environmental fees for air pollution.

Abstract

This Instruction establishes that for individual vehicles, checks shall be performed at state control points with measuring instruments. In case of exceeding the maximum permissible rates of emissions, a protocol is drawn up for bringing to administrative responsibility in the manner established by the legislation of the Republic of Tajikistan and a decision is issued to ban the operation of this vehicle before adjusting the fuel system. An order is issued to correct deficiencies within 3 days. In case of non-elimination of deficiencies, the resolution on the prohibition of operation is sent to the traffic police bodies at the place of registration of vehicle. Automobile operating companies and organizations after checking the motor vehicle exhaust gases for toxic emissions, following the established standards and submitting a payment order confirming the bank's payment of environmental charges for atmospheric air pollution within the established standards, for each vehicle shall be issued a certificate “On the state of motor vehicle emissions.” In case of detection of exceeding the established norms, a protocol is drawn up. Based on the protocol to chief engineer or mechanic (the person responsible for the release on the line of vehicles) shall be issued an order to ban the operation of vehicles until adjusting the fuel system within 3 days. In case of non-elimination of deficiencies, the resolution on the prohibition of operation is sent to the traffic police bodies at the place of registration of vehicles.
