State environmental audits shall be commissioned by: (a) organizations commissioning project documentation in order to prevent or mitigate negative environmental impacts; (b) project documentation development contractors; (c) state supervision agencies related to nature management and environmental protection; and (d) public and social associations. The main purpose of Environmental Impact Assessments shall be: (a) all-round analysis of all potential ecological, economic and social benefits and costs related to economic development; (b) effective project decisions that prevent environmental degradation, ensure socio-ecological and economic balance and economic development; and (c) efficient measures to reduce negative environmental impacts.
