Abstract This Instruction, based on the provisions of the Law on rescue and protection in emergency situations of the Republika Srpska, prescribes the procedure for seeking, providing and accepting protection and rescue assistance in emergency situations in the Republic of Srpska, the management of the protection and rescue forces, i.e. civil protection sent to the assistance seeker, their equipment and training, security measures, personal data, material - technical means and equipment and necessary forms for the implementation of this instruction. The competent body of the local self-government unit can ask for help in the case: 1) when all available human and material capacities of the area affected by a natural disaster and other disaster are engaged, 2) when their engagement is not sufficient, i.e. when it is obvious that the natural disaster and other the accident escalates in such a way that the lives and health of people, i.e. material and other goods, will be directly threatened. The competent authority of the local self-government unit that can make a decision on requesting or accepting assistance is the mayor, that is, the head of the municipality, or the emergency headquarters of the local self-government unit that is affected by natural disasters and other accidents.
