District forest administrations shall be responsible for implementing forest seed-growing programs. Forest seeds shall be classified into three categories: (a) certified pedigree seeds; (b) meliorated seeds; and (c) normal seeds. Forest plots designated for forestry seed selection shall be separated and classified as a protected forests, and have a special forest management regime prohibiting main use felling, soft resin collection, harvesting of non-timber resources and grazing. The Federal Forest Agency shall create federal and reserve stocks of forest seeds for the purpose of ensuring continuous afforestation and reforestation practices and an adequate supply of elite forest seeds.
