Abstract This Instruction establishes that primary registration of water uses shall consist in metering, data processing and registration in accordance with the established modalities of quantitative and qualitative characteristics of water abstraction and water discharge. Primary registration of water uses shall ensure recording of data in the state water register required for: (a) consideration of water factor in the process of location of industrial and other enterprises; (b) elaboration of water management schemes and water balance; (c) projecting of waterworks; (d) rate setting for water consumption; (e) state regulation of rational water use; and (f) regulation of transboundary water management.
