Abstract

This Instruction establishes that factors of spread of Schmallenberg disease pathogen are as follows: (a) import of infected farm animals and (or) their genetic material; (b) migration of wild animals (infected livestock, insect vectors); (c) veterinary treatment of animals (injections, blood sampling, etc.); and (d) anthropogenic impact on the environment, growth of cargo and passenger traffic, changes in climatic conditions affecting the spread and concentration of insect vectors. In the course of laboratory diagnostics of Schmallenberg disease virus shall be conducted: (a) detection of Schmallenberg disease virus genome by polymerase chain reaction with reverse transcription stage with real-time detection of amplification products; (b) virus isolation; (c) detection of antigen and (or) antibodies to Schmallenberg disease pathogen by immunoenzyme analysis and other certified diagnostic test-systems. In order to diagnose Schmallenberg disease, it is necessary to confirm the presence of the virus in the animal's body by laboratory methods of detection of viral genome or virus. When determining the measures to be taken when importing animals from third countries (zones and compartments of third countries), the status of the country (zone, compartments) of origin of animals, the status of the country (zone, compartments) through which the animals are transiting, the status of the country (zone, compartments) in which the point of quarantine (collection) of animals is located, as well as the season of the year when there is activity of insects - vectors and the season of the year when it is absent. At the same time, the status of the country (zone, compartments) is taken into account when exporting genetic material not at the time of its export, but at the time of collection of genetic material.
