Abstract

This Instruction stipulates that the forest monitoring program in the European part of the Russian Federation is to collect and analyze data on damage to forests by biotic and abiotic agents to promote forest viability and the rational use of forest resources. The program shall include: (a) a permanent bioindicator network; (b) selecting trees for inventory and registration; (c) assessing the state of forests through defoliation and change in colour; and (d) submitting the results of assessment and inspection. Annual reports shall be prepared on the outcome of the forest monitoring program.
