The purpose of this Instruction shall be to: (a) establish the system and modalities of preventive measures against forest fires; and (b) determine the functions of the forest fire emergency service according to the weather conditions and degree of fire safety in the forest in order to more effectively protect against forest fires. Measures for the prevention of forest fires shall include: (a) regulating the composition of forests; (b) sanitary felling; (c) clearing underbrush; (d) creating fire barriers within the forest stock; (e) preventing the spread of fire outbreaks; and (f) developing the road network and waterbodies in order to localize forest fires.
