Only licensed hunting organizations and procurement agencies may hunt and trade in fur-bearing animal skins. Such licenses shall be issued by hunting inspectorates. Hunting and procurement of skins of fur-bearing animals shall be planned according to the total animals population in a certain hunting reserve and the number required for population growth. Hunting management organizations shall record the number of wild fur-bearing animals subject to hunting.
