Any such commodity shall be accompanied by a veterinary certificate issued by the competent and authorized state veterinary institution and attesting to its veterinary and sanitary condition. The commodities without veterinary certificates shall be put in special storage for a limited period of time pending submittal of the veterinary certificate. Veterinary certificates for imported commodities shall be subject to substitution by the national veterinary certificate issued by the relevant border veterinary service representative.
