This Instruction, based on the provisions of the Law on Fisheries No. 64/2012, in order to increase the quality of services to fishermen for anchoring ships and their maintenance, for collection, selection, packaging, and marketing of sea products, maintaining high quality standards, here sets specific definitions and determines rules for the following: fishing ports are areas of the coastline, specially prepared for the mooring of fishing vessels fishing, equipped with all the tools for the services required for fishing and maritime safety; the fishing ports are the Port of Durres, the Port of Vlora, the Port of Saranda and the Port of Shengjin; State bodies, such as Police institutions, exercise their activities in fishing ports (also Border and Migration), the Captaincy of Ports, as well as other bodies related to the operation of normal fishing ports; procedures for transferring the management of the infrastructure of fishing ports are carried out by the Minister responsible for fishing, at the request of the institution, of specialized institutions and/or request or initiative of associations or private entities; transfer within the meaning of this Instruction is considered the transfer of management right, including the use of fishing infrastructure to specialized institutions, associations or persons private, to offer fishermen services such as mooring, storage, processing and services continuous periodicals such as fuel supply, oil and filter change, cleaning of the base of fishing vessels and general and mechanical maintenance; fishing infrastructure consists of: land, piers, buildings and any other immovable object on the territory of the fishing port, including its surrounding walls and aquarium, signaling installations, lighting and communication within the territory of the port and in the entrance channel; the forms of fishing infrastructure management are those provided for in point 3 of article 65 of the above mentioned Law on Fisheries No. 64/2012; the term of transfer of the management of infrastructure of fishing ports is up to 20 years, with renewal right.
