It stresses the importance of establishing new systems for agricultural development and realising a reorganization of the industrial sector. In mountain areas, the main direction in industrialisation should be towards processing of local raw materials, mainly from agriculture, forestry and mineral exploitation. As for the allocation of forest lands, forests are divided into the following categories: (a) watershed forests; (b) special-use forests; (c) forest on rocky mountains; (d) poor forests which need to be protected in order to regenerate by natural means. The designation of the different kind of forests should be followed by the allocation either to State Enterprises or army units for their management or to local people for protection and assisted natural regeneration.
