Section 3 establishes that an organization may apply to the Minister for a decision that it is properly constituted for the purposes of this Act. The Minister may agree if he is, inter alia, satisfied that: a) the purpose of the organization is to represent the interest of the licence-holders in a region in matters relating to the management and regulation of the inshore fishery; b) membership in the organization is open to all licence-holders in the region; c) not-members licence-holders in the region have reasonable access to the books, records and accounts of the organization.
