This Law applies to facilities and industrial activities listed in Parts III to VII, which cause or may cause environmental pollution. This Law shall not apply to research and development activities or testing of new products and processes. The competent authority for the implementation of this Act is the Minister of Agriculture, Natural Resources and Environment or the Minister of Labour and Social Security or both as appropriate and in accordance with the division of responsibilities between the two Ministers referred in Annex I. The Law is divided as follows: Introductory Provisions (Part I); General Provisions (Part II); Special Provisions for Specific Activities (Part III); Special Provisions for Combustion Plants (Part IV); Special Provisions for Waste Incineration Plants Facilities (Part V); Special Provisions for Installations and Activities Using Organic Solvents (Part VI); Special Provisions for Installations Producing Dioxide Titanium (Part VII); Miscellaneous (Part VIII); Final and Transitional Provisions (Part IX).
