Abstract

The purpose of the Implementing Rules is to standardize the hearing procedures for maritime administrative punishments, to ensure and supervise administrative punishments imposed by the administrative departments of marine affairs according to the law, and protect the legitimate rights and interests of citizens, legal persons or other organizations. The Implementing Rules, consisting of 33 Articles, provide for the requirements and procedures to be satisfied by the presiding hearer or a hearing officer, hearings participants, evidences, the notification, application and acceptance of hearings, and holding hearings.
