Abstract These Rules and Regulations shall properly, effectively and efficiently implement the provisions of the Seed Industry Development Act in order to enhance the development of the Philippine seed industry. These Rules and Regulations prohibit the exportation of endangered species, varieties, lines, and strains of plants such as those listed under the Convention of International Trade in Endangered Species.
