In particular it deals with (i) goals, members, competencies, and financial resources of the National Committee on Plant Genetic Resources Management; (ii) competencies of General Secretariat of Plant Genetic Resources. The Regulation establishes that the Plant Genetic Resources shall be considered the property of the State and shall be subject to the principle of national sovereignty, their ownership shall not be transferred to to those who require the following permits: their collection, preparation of studies, their proliferation, and their entry and exit through the ports.
