Abstract This Implementing Regulation is composed of 7 Chapters divided into 28 articles. Chapter I gives terms and definitions. Chapter II deals with the scope of the Law and with industrial projects excluded from the scope related to oil exploration and extraction, as well as the extraction of mineral raw materials. Chapter III provides for the establishment and management of technical committees for industry affairs. Chapters IV and V pertain to industrial licences (establishment of an industrial project, or expand it in size, or development, or change production, or integrate it into another industrial project, or change the location, or dispose of it partially or completely) and registers (as regards all licensed industrial projects that have been implemented and operated and industrial projects already licensed before the entry into force of this Act). Chapters VI and VII contain offences and penalties as well as general provisions.
