Abstract

The purpose of these Regulations is to strengthen the administration of urban water supply in Hubei Province. The Regulations consist of 28 articles. In developing and utilizing water resources, comprehensive scientific survey, investigation and assessment must be undertaken. Furthermore, overall planning has to be made on the basis of river basins or regions. Plans are either comprehensive or special. Unified planning of groundwater drawing must be conducted on the basis of survey and assessment of water resources. For cases of drawing water directly from underground or rivers and lakes, the Province shall implement a water drawing permit system.
