Abstract

This Regulation shall be applicable to exploration, mining of hydrocarbons and development of oil fields on the territory under the jurisdiction of Turkmenistan, including seas and inland waterbodies. It shall be applicable to licensed operators carrying out mining and development of oil fields. Mining and oil extraction shall be carried out shall be carried out with the consideration of subsoil protection with a view of protection, conservation and development of hydrocarbon resources. Application for the issuance of licence for exploration, mining and development activity must contain the following information: (a) exploration method and project description; (b) map; (c) full name and permanent address of the contractor; (d) full name and address of the local representative (agent) of the contractor; (e) approximate drilling depth; and (f) description of the modalities of plugging-back of wells. All the aforesaid activities shall be carried out in accordance with contracts, plans and Environmental Impact Assessment (EIA). All mining sites and installations must be equipped with early warning and monitoring system.
