For the purposes of this Act, a human pathogen or toxin includes a) a substance that contains a human pathogen or toxin; and b) any synthetic form of the human pathogen or toxin. The text, consisting of 72 sections, deals with the following aspects: obligation, prohibitions, licences, access to facility to which licence applies, security clearances, biological safety officers, administration and enforcement and offences and punishment.
