Abstract The present Regulations are made under the Environmental Management and Protection Act, 2002. For the purpose of the present Regulations “product management program” means a programme for the collection and recycling of residentially generated waste packaging and paper» and packaging and paper are pescribed products according to section 4. Section 5 establishes that no steward shall fail to: a) operate a product management program approved by the minister or b) enter into an agreement with a person to operate, on the steward’s behalf, a product management program approved by the minister.
