The Council may establish an executive committee and other committees to assist it in the performance of its functions and the exercise of its powers. Subject to section 30 of the Act, the Minister may make orders, not inconsistent with the Act or these Regulations, with respect to any matter for or in relation to which provision may be made by regulations under the Act.
