Abstract The present Act lays down provisions relating to loans to homeowners for the purpose of promoting energy conservation. In particular, section 3 establishes that the Minister or his agent may make one or more loans directly or indirectly to an owner to assist him in paying the cost of installing, improving, extending or replacing insulation or other energy conserving material in his eligible residence.
