The Act applies to all marine waters with the exception of the coastal sea under German sovereignty and that of other states. The text consisting of 13 articles deals with the following matters: purpose of the Act, sphere of application, definition of terms, prohibition to discharge waste and exceptions, prohibition of incineration of waste on the high sea, emergency situation, competent authority, empowerment and penalties.
