Every purchase of those goods specified in the title of this Act is forbidden unless the buyer, the importer or exporter are in possession of a valid licence. Furthermore, every premise used for the purpose of curing or processing hides, skins and leather has to be approved as suitable for that purpose by an inspector and registered.
