Abstract

This Act amends the Executive Law of 1972 to establish the Ministry of Health. The Act repeals all provisions in the 1972 Law referencing health, Ministry of Health and Social Welfare and transfers all related functions and information to the present Act. The Ministry is mandated with the formulation, implementation monitoring and evaluation of health policies, plans and standards. It is to coordinate the delivery of decentralized medical care in public facilities, develop health manpower, undertake preventive and promote health services. The Act provides for the specific functions of the Ministry to include developing the development of sector policies, standards and regulations; maintaining national health management information system, promoting the conducting of health and health-related research, among other things. The Act provides for the appointment, structure, administration and management of the ministry, including the specific duties of ministerial personnel.
