The Act, among other things, empowers the Administrator to make Regulations in relation to a wide variety of matters including: (a) sanitation; (b) drainage; (c) the construction of wells, the prevention of pollution of water and the maintenance of the purity of water supplies; (d) the disposal of garbage, refuse and night-soil; (e) the housing of birds and animals and the conditions subject to which they may be kept; and (f) the destruction of animals and birds found to be diseased.
