These Regulations provide for giving effect to the Convention to Ban the Importation into Forum Island Countries of Hazardous and Radioactive Wastes and to Control the Transboundary Movement and Management of Hazardous Wastes within the South Pacific Region (the Waigani Convention). Export of hazardous waste to a Forum Island Country (defined in Article 1 of the Convention) is restricted under regulation 6 (excluding discharge of wastes from a ship). Regulation 10 concerns Waigani import permits (import of hazardous waste from a Forum Island Country), whereas regulation 11 provides for Waigani transit permits (transit of hazardous waste through Australia from a Forum Island Country). Conditions of permit are set out in regulations 13 to 15.
