The Director of the Department of Public Health and Social Services declare, by Regulation, other substances to be hazardous substances for purposes of this Chapter (sect. 2). Section 3 prohibits selected activities in respect of hazardous substances such as the manufacture, production, preparation, compounding, packing, selling, offering for sale or keeping for sale within the territory of Guam of banned or misbranded hazardous substances. Section 4 prescribes penalties. Other provisions concern measures of control and enforcement, liability, legal proceedings, etc. The Government of Guam shall procure liability insurance coverage for hazardous substances defined by section 1(b)(4) of this Chapter to insure itself against claims for injury, disability and death arising under the provisions of this Chapter.
