Abstract

These Regulations implement provisions of the Harbours Ordinance with respect to, among other things: management of harbours, pilotage, safety of wharves and the discharge of oil. The master or owner of any vessel or shore installation from which oil is discharged, or allowed to escape, into any harbour shall be guilty of an offence and shall be liable to a specified punishment.
